The U.S. Postal Service Act of February 1925 introduced a significant change in mail handling, establishing a 25-cent fee for fourth-class mail to receive the same expedited service as first-class mail. On April 11, 1925, the issuance of a 25-cent Special Handling stamp, designated as #QE4, marked the implementation of this new system. When affixed to items bearing regular fourth-class postage, this stamp elevated their handling status to that of first-class matter.
Under the provisions of the Postal Service Act, mail not falling into the first two classes (written matter and periodical publications) was categorized by weight. Items weighing less than eight ounces were classified as third-class mail, while those weighing eight ounces or more were deemed fourth-class mail.
The introduction of Special Handling stamps aimed to expedite the delivery of parcels, particularly important in an era when America was primarily rural and agricultural. This service was crucial for items containing live animals such as baby chicks and alligators, where delayed delivery could lead to dire consequences. By collecting an additional fee through Special Handling stamps, the post office could offset the expenses associated with faster delivery.
The distinction between "special handling" and "special delivery" caused some confusion, with the former referring to the handling fee rather than a different delivery schedule compared to first-class mail. The Act encompassed various types of items eligible for mailing under this classification, including live animals like baby alligators.
Initially issued in a 25-cent denomination, Special Handling stamps underwent revision in July 1928, with the introduction of 10-cent, 15-cent, and 20-cent denominations to align with revised rates. These stamps, designated with Scott numbers according to their denominations, further facilitated the expedited handling of parcels.
Despite their initial importance, Special Handling stamps were eventually withdrawn from sale in post offices on October 24, 1947, marking the conclusion of their role in enhancing the speed and efficiency of mail delivery services.
